Unsurprisingly, the U.S. polar bear proposal fails: http://bit.ly/bas8Zh. The US proposal failed by 14 votes. The US Delegation out of touch with this issue as Russia, Canada, Norway and Greenland all opposed their proposal. SCI has learned that the US delegation is meeting with protectionist NGOs to reformat their proposal.
